Confirm party eligibility

Ensure the wallet owner remains active and eligible for the selected funding operation.

POST/ch/v1/party/inquire

Before you start:

party is already boarded and ACTIVE
wallet and ledger positions are provisioned
amount and currency are supported by the client program
merchant transaction ID is unique for the business event
TOP_UP source is tokenized; raw account data is never sent
